Subsidies up to 65%, out of a total budget of 100 million euros, aiming at strengthening the Processing of Agricultural Products.

The call for proposals of Measure 123 A, of the Rural Development Program, is open, subsidizing investments in the processing and trading of agricultural products, such as meat, dairy, eggs – poultry, honey, cereal, oil products, wine, vegetables, sericulture – snail farming, fodder, seeds, flowers, aromatic and pharmaceutical plants.

Submissions of investment projects, began on December 30 2013 and until the budget of the call that is set to 100.000.000 €, is absorbed.

Beneficiaries
Regarding the type of beneficiaries (Type and Size of Enterprises), these can be:

  • Individual businesses
  • Private law legal entities (SA LTD, GP, IRL, Partnerships of the Trade Act, Rural Cooperative Organizations of any scale, Municipal Enterprises which operate in accordance with the provisions of the commercial and tax laws).
  • Regarding their size, beneficiaries are:
  • micro, small and medium-sized enterprises within the meaning of Recommendation 2003/361/EC of the E. Commission, for which the maximum rate of support is provided, depending on the region they belong to.
  • All businesses , regardless of size, within the area of the smaller islands in the Aegean Sea within the meaning of Regulation ( EEC ) No 2019/1993
  • companies with fewer than 750 employees or with a turnover of less than 200 million euros , for which a half of the aid is provided.

Note:
Beneficiaries must:

  • not be in bankruptcy, liquidation or emergency management
  • not have a recovery aid for violations in uniform activities, pending against them
  • not be in difficulty within the meaning of the Community Guidelines, concerning State Aids for rescuing and restructuring firms in difficulty (ΕΕ C244/1-10-04)
  • keep B’ or C’ category tax records
  • include, within their investment plans, expenditures which have not been submitted within any other program funded by national or EU funds
  • commit that their investment plans have not been submitted and will not be submitted for inclusion in any other program funded by national or EU funds
  • submit autonomous, functional and integrated investment plans
  • be able to demonstrate their soundness and economic viability
  • describe extensively and clearly the financing of the budget exceeding the subsidy, either by own funds and/or borrowing. Note that the amount of own funds shall not be less than 25% of the submitted investment’s cost
  • not be under establishment
  • The provisions of the Decision shall not apply to businesses operating in the form of society, civil- law company and consortium.

Company size restrictions do not apply, concerning the maximum aid rate, within the territory of small Aegean Islands.

Enterprises with more than 250 employees and up to 750 or for those who have a turnover of 50 million euros to 200 million euros, are subsidized with half of the maximum rate provided in accordance to Regulation 1698/2005.

Eligible Expenses

  • The aid concerns tangible and/or intangible investments and specifically:
  • Landscaping – Surrounding Area
  • Building shaping and construction
  • Supply and installation of new machinery and equipment including computer software and laboratory equipment, to the extent that it serves the function of the unit.
  • Waste treatment facilities, as part of the total investment, rather than an individual action.
  • Purchase of new vehicles – isothermal tanks, necessary for the transportation of milk towards the standardization – processing units, as well as the purchase of new refrigerator vehicles, only for the Ionian and Aegean Sea islands.
  • Purchase of vehicles for the transportation of animal by-products, within the activities related to establishing, expanding and modernizing animal slaughter by-products hibernation units.
  • General expenses, up to 5% of the total budget, including salaries of engineers and consultants,
  • Expenditures for feasibility studies, expenditures for the creation of a recognizable product brand (label), patenting, market research, aiming at the proper shaping of the product’s image (packaging, labeling)
  • Acquisition of quality certificates from respective authorities (ISO, HACCP etc.)
  • Purchase of fax, telephone installations, intercom networks and computers (including word processing, software telescripteurs) and security system installations.
  • Construction of security facilities up to 50,000 euros.
  • Drilling construction costs, in order to serve the needs of the unit in water supply
  • In the context of actions concerning the construction of slaughterhouses and/or modernization – supplementation of the already existing infrastructure and given the mandatory grading of pig slaughterhouses based on the community classification scale, the supply of machinery for its’ implementation in accordance with the provisions of the Committee’s decisions of 07.17.89 No 89/449 EEC and of 25 / 10/10 No 2010/642/EE, is deemed eligible.

The main differences that arise, compared to the previous call, are the following:

  • With regards to the investors equity, a reference is sufficient, without any documentation with a corresponding presentation of documentary evidence,
  • activation of the financial tool ETEAN – TAE (Fund for Rural Entrepreneurship)
  • beneficiaries that have been approved in a prior call, can apply in this call as well, for different expenses
  • beneficiaries can apply in one or more fields in one application, in the same or different region
  • companies using raw materials from countries outside the EU, can be subsidized, provided the raw materials derived from countries outside EU do not exceed 20% of the total raw materials used by the unit,
  • the disposition of 20% of program resources for investments from 5.000.000 – 10.000.000 euros should occur as long as the right conditions take place, or less they should be allocated to the rest of the categories,
  • the submission of hard copy applications to the MRDF and to the Region of the Country, has been excluded,
  • the electronic submission of the applications according to the process established by UNHCR, is necessary,
  • the supporting documents attached to the application and concerning the property rental, the possibility to lease land and facilities under private contract is provided, under the condition of conduction of a notarial act and a transcription certificate, followed by the documents submitted, for the integration decision to be issued,
  • the supporting documents attached to the application and as far as the solemn declarations, should be limited to one,
  • ability to check that the application is complete, within a 15- day dead line for the submission of any missing documents,
  • limiting of the time frame concerning submission of the first payment application from 12 to 8 months, without the possibility of extension, for both the first request for payment and the utilization schedule,
  • ability to use external evaluators, for the acceleration of the EU funds absorption,
  • public expenditure advance payment possibility, as provided in the Rules
